Main Street
Stockton, CA 95202
0
WASTE MANAGEMENT
Central Valley Waste Services
Lodi, CWCEIVED
APR 04 2012
ENVIRONMENTAL HEALTH
PERMIT/SERVICES
RE: Follow Up to Hazardous Waste Program Inspection Conducted on December 2, 2011
Dear Mr. Cacapit,
On December 2, 2011 the San Joaquin Environmental Health Department (SJEHD) conducted a
routine Hazardous Waste Program Inspection of Central Valley Waste Services (CVWS) located
at 1333 E. Turner Road, Lodi, CA. Central Valley Waste Services is a subsidiary of USA Waste
of California, Inc. On January 6, 2012 CVWS requested a 90 day extension of violation code
133, failure to comply with the new HW tank assessment requirements in order to complete the
tanks assessments required by CCR 66265.192. CVWS has been working diligently with NES to
ensure the tank assessments are completely correctly and to the standards of San Joaquin County.
Attached are Hazardous Waste Oil Tank Assessment Report, March 28, 20112 Amendments for
the two used oil tanks certified by NES on March 31, 2012. Due to the nature of the used oil tank
located in the Transfer Station, CVWS has struggled to find a test method to complete the tank
assessment. CVWS has been working with LA Perks Petroleum Specialists located in Sparks,
Nevada to identify an appropriate testing method. As certified in the Tank Assessment Report,
the integrity testing is considered a work in progress. Once the tank testing is complete and copy
of the test will be provided to San Joaquin County. The expected completion date for the
integrity test and submission of results is June 8, 2012.
Waste Management is committed to operating all its facilities in compliance with all applicable
regulations and truly appreciates the time taken to help us achieve this goal.
Please feel free to contact me at (209) 333-5611 or Erica Gonzalez at (916) 508-4452 with any
questions or concerns.
Sincerel}t,
Brian Waters
District Manager
