CONTINUATION FORM Page 2 of 2 <br />OFFICIAL INSPECTION REPORT September 27, 2006 <br />Central Valley Waste Services <br />1.) Violation T 22 CCR 66265.31- Facility not maintained to minimize the release of <br />hazardous waste- On-going releases of waste oil and fluids from vehicles and <br />vehicle components leaking on to surface of ground. No containment or absorbant <br />being used at time of inspection. <br />Contain all on-going releases of hazardous waste releases. <br />2.) Violation T 22 CCR 66262.34- Failed to properly label containers of hazardous <br />waste- Various unlabeled and improperly labeled containers holding hazardous <br />waste were observed at waste oil recycling area. (Per operator these were being <br />used at MRF to collect waste oil from smaller containers at lines.) Three 250 - <br />gallon totes partially filled with waste oil generated from vehicle dismantling had <br />no labels behind Transfer Station. Also observed several smaller open -top <br />containers with oil and fuel filters (un -drained). <br />Properly label all containers holding hazardous waste. <br />3.) Violation T 22 CCR 66265.77(a)- Failed to report releases to the Department - <br />Hazardous waste on-going releases were generated from vehicle dismantling <br />onsite were not reported. <br />Report all hazardous waste releases to the Department immediately. <br />4.) Violation T 22 CCR 66265.77(b)- Failed to implement contingency plan - <br />Observed multiple on-going hazardous waste releases from vehicle dismantling. <br />Implement a contingency plans for hazardous waste releases immediately. No <br />evidence of Best Management Practices being employed.
