Waste Management maintains a significant <br />history of analytical data that characterize vehicle wash sludge generated <br />under normal process conditions as non -hazardous in California. <br />The vehicle wash process at the Central Valley Waste Services facility is <br />typical of the facilities represented by these data. The vehicle wash <br />process at this facility is almost exclusively exterior body washing of dirt <br />and mud; utilizes a low toxicity detergent in the cleaning process; and <br />there are no other solvents/degreasers used on the wash pad. <br />To verify that the waste stream generated at the Central Valley Waste <br />Services facility is not a hazardous waste per California criteria, a sample <br />of the sludge was analyzed for metals. The results of the analysis confirm <br />that the Central Valley Waste Services vehicle wash sludge waste stream is <br />not a California -regulated hazardous waste. A copy of the analytical <br />results is attached in Enclosure (2). <br />Central Valley Waste Services would prefer to discuss this issue and its resolution <br />with Board of Equalization and Department Toxic Substances Control staff at the <br />appropriate time.
