0
0
its solid waste landfills. Waste Management maintains a significant
history of analytical data that characterize vehicle wash sludge generated
under normal process conditions as non -hazardous in California.
The vehicle wash process at the Central Valley Waste Services facility is
typical of the facilities represented by these data. The vehicle wash
process at this facility is almost exclusively exterior body washing of dirt
and mud; utilizes a low toxicity detergent in the cleaning process; and
there are no other solvents/degreasers used on the wash pad.
To verify that the waste stream generated at the Central Valley Waste
Services facility is not a hazardous waste per California criteria, a sample
of the sludge was analyzed for metals. The results of the analysis confirm
that the Central Valley Waste Services vehicle wash sludge waste stream is
not a California -regulated hazardous waste. A copy of the analytical
results is attached in Enclosure (2).
Central Valley Waste Services would prefer to discuss this issue and its resolution
with Board of Equalization and Department Toxic Substances Control staff at the
appropriate time. However, Central Valley Waste Services is requesting an
appeals conference with a staff counsel or supervising tax auditor and is also
requesting an oral hearing before the Members of the Board to preserve its right
to these remedies.
If further information or clarification is required, please feel free to contact the
undersigned at 209-333-5611• Thank you for your consideration in this matter.
Sincerely,
Central Valley Waste Services
Troy Todd
District Manager
Enclosures
