Used oil collection centers must also <br />meet used oil generator requirements. - <br />• Householders who change their own oil ("do-it-yourselfers-) <br />are exempted from regulation as used oil generators. House= <br />holders are allowed to self -transport the used oil they generate <br />to a used oil collection center or to a used oil recycling facility <br />if specifiedconditions are met. <br />• An identification number issued by DTSC is required for <br />each location where used oil is stored. A generator with two <br />or more sites of storage at the same location needs only one <br />identification number. If used oil is the only hazardous waste generated and <br />more than 100 kg (approximately 27 gallons) of used oil is <br />generated in any calendar month, the 90 -day period begins on <br />the first date on which any amount of used oil accumulates. If <br />used oil is the only hazardous waste generated and not more <br />than 100 kilograms (approximately 27 gallons) of used oil is <br />generated in any calendar month, the 90 -day period begins on <br />the date the generator has accumulated 100 kilograms of used <br />oil. Generators of less than 1,000 kilograms of hazardous <br />waste per month may qualify' for longer storage periods when <br />certain conditions are met [HSC section 25123.3(h)]. <br />Used oil must be stored in tanks or containers in good <br />condition. Tanks and containers must be made of non -earthen. <br />non -absorbing, rust -resistant material such as steel or oil - <br />resistant plastic, and have adequate structural support to contain <br />,the used oil. "Good condition" means no severe rusting, no <br />apparent structural defects or deterioration, and no leaking. All <br />tanks and containers must have tight -fitting lids that are kept <br />closed except when used oil is being added or removed. <br />Regular inspections and routine maintenance of all storage <br />tanks and containers are required. Faulty tanks and containers <br />must be repaired or replaced. <br />• Secondary containment for storage tanks is required. <br />Secondary containment is a backup containment system <br />designed to prevent the release and migration of wastes or <br />accumulated liquids out of a storage tank or a storage tank <br />system. Examples of secondary containment systems include: <br />an impervious barriersuch as a liner, a vault, a double -walled <br />tank or an impervious bermed area <br />• Aboveground storage tanks and containers accumulating used <br />oil, and fill pipes used to transfer used oil into underground <br />storage tanks must be labeled with the words "USED OIL - <br />HAZARDOUS WASTE," the initial date of accumulation, and <br />the [tame and address of the generator.
