Box 2009 Stockton, CA 95201 Dear Sir: As an organization, the Federal Aviation Administration (FAA) is deeply concerned about environmental issues and continuously strives to protect that aspect of our nation' s wealth. In this pursuit, the FAA has been ensuring the integrity of its entire underground storage tank inventory by monthly tank gauging. In support of all of the recently enacted ordinances governing this subject, the FAA is prepared to implement weekly tank gauging immediately to fulfill the present monitoring requirements. In addition to this, the FAA Western-Pacific Region had devised a three year plan in which all of the underground storage tank requirements can be met. To date, however, national budgetary consideration for this plan, although expected, has not been realized. Efforts persist to obtain the required level of funding needed to address this problem in a comprehensive program manner. At this time, the FAA does not have the fiscal resources necessary to comply with the requirement to remit permit fees or perform tank integrity tests. As you are probably aware, since the advent of the Gramm-Rudman legislation, the FAA has been faced with budgetary uncertainty. Prudence in the management of programs must be emphasized while not derogating the FAA' s mission to air safety. As soon as the funding is made available for obligation, your office will be contacted, permit fees disbursed, and arrangements for conducting the required integrity tests will be consummated.
