S, TRACY,SANJOAQUINCOUNTY <br /> We have reviewed the Site Closure Plan, dated 4 December 1995, for the work at the Tracy Auxiliary Field No. <br /> 5 site near Tracy, in San Joaquin County. The Closure Plan, which was prepared by CKY Inc. on behalf of the <br /> US Army Corps of Engineers (USACE), was forwarded to our office by the USACE on 22 January 1996. In <br /> general, the Closure Plan adequately describes the procedures used during the removal of one 10,000 gallon <br /> underground fuel storage tank. <br /> The San Joaquin County Public Health Services Department was the lead regulatory agency for the actual tank <br /> removal. Since this is a formerly used defense facility, the Regional Water Quality Control Board, Central Valley <br /> Region would have been the lead regulatory agency on the site for water quality concerns, including underground <br /> storage tanks, if evidence collected during the tank removal indicated there was a threat to water quality, or any <br /> soil contamination extended beyond the depth of overexcavation. Since no contamination was detected in the <br /> confirmation samples collected from the excavation, there does not appear to be threat to water quality from this <br /> tank removal. As such, we defer site closure oversight for this particular underground storage tank closure to <br /> the San Joaquin County Public Health Services Department. Once we have received San Joaquin County's <br /> response to the closure plan, we will provide the USACE with a final concurrence letter for the actions <br /> performed during this last phase of work. <br /> According to the Inventory Project Report (INPR) for this site, dated January 1990, there is also an 8,000 gallon <br /> underground fuel storage tank at the site that may have been used by the Department of Defense. The USACE <br /> should determine if this 8,000 gallon underground storage tank was used by the Department of Defense. If it <br /> was, and it is still in place and not being used, it should be properly removed.
