0 • <br />UNDERGROUND STORAGE TANK CLOSURE PLAN <br />FOR <br />PACIFIC GAS AND ELECTRIC COMPANY'S <br />VICTOR SERVICE CENTER <br />1. Location: Victor Service Center, 9575 Victor Road (East <br />Highway 12), Victor, California. Phone #(209)942-1447. <br />2. Physical Description: 3,000 gallon, steel, with associated <br />piping. <br />3. Contents: None. Contained unleaded gasoline. <br />4. Contractor: To be awarded. <br />5. Soil Sampling: The soil sampling and testing will be <br />performed by The Twining Laboratories, Inc. <br />6. Methods of Disposal: Before excavation begins, any residual <br />sludge or free liquid will be removed from the tank with a <br />vacuum truck. Clean excavated material will be stockpiled <br />on-site for use in backfilling the excavation. The tank and <br />piping will then be uncovered with a backhoe. The piping <br />will be removed and stockpiled for off-site disposal. <br />Flammable vapors will be purged by introducing 1.5 pounds of <br />dry ice per 100 gallons of capacity into the tank and sealing <br />all openings, except the vent port, at least one hour before <br />tank removal. Following removal, the tank will be removed <br />from the site as soon as possible by licensed hazardous waste <br />hauler and transported directly to a Class I disposal <br />facility. <br />Any obvious contaminated soils will be excavated and <br />stockpiled for off-site disposal. Soil samples will then be <br />taken from the bottom of the excavation and laboratory tested <br />for total petroleum hydrocarbons. At least one sample will <br />be taken for each 200 square foot of tank excavation and for <br />each 20 linear foot of piping excavation. <br />Following completion of closure activities, the contractor <br />will install two new 10,000 gallon double -walled <br />self-monitoring tanks. A Permit to Operate for the new tanks <br />will be filed with your office. <br />Waste Disposal: All tanks, associated piping, contaminated <br />soil, and residual materials from inside the tank, including <br />sludges and detergent wash water, will be manifested on-site <br />
