i <br />UNDERGROUND STORAGE TANK CLOSURE PLAN <br />FOR <br />PACIFIC GAS AND ELECTRIC COMPANY <br />TRACY SERVICE CENTER <br />OCT 01 1987 <br />ENVIROMENTAL HEALTH <br />PERMIT/SERVICES <br />1. Location: Victor Service Center, 9575 Victor Road, Victor, California. <br />2. Physical Description: One 3,000 gallon, single wall steel tank, with <br />associated piping. <br />3. Contents: None. Previously contained unleaded gasoline. <br />4. Contractor: T be awa, ded.�QH, /1 w <br />5. Soil Sampling: The soil sampling and testing will be performed by The <br />Twining Laboratories, Inc. <br />6. Notification: The San Joaquin Local Health District will be notified at <br />least 48 hours prior to tank removal and soil sampling. <br />7. Procedures: Before excavation begins, any residual sludge or free liquid <br />will be removed from the tank. Clean excavated material will be <br />stockpiled on-site for use in backfilling the excavation. The tank and <br />piping will then be uncovered with a backhoe. The piping will be removed <br />and stockpiled for off-site disposal. <br />The Tank will be decontaminated y=haipulled <br />All rinsate, emaining <br />oil, product, sludge, etc., will ba Facility <br />by a licensed hazardous waste haun accordance with PGandE <br />and The San Joaquin Local Health District. <br />Flammable vapors will be purged by introducing 1.5 pounds of dry ice into <br />tank per 100 gallons of tank capacity and sealing all openings, except the <br />vent port, at least one hour before tank removal. Following removal, the <br />decontaminated tank will be cut up into several pieces and disposed of as <br />scrap. <br />Any obviously contaminated soil will be excavated and stockpiled for <br />off-site disposal. Soil samples will then be taken from the bottom of the <br />excavation and laboratory tested for total petroleum hydrocarbons. At <br />least one sample will be taken for every 200 square feet of tank <br />excavation and for every 20 linear feet of piping excavation. <br />Following completion of closure activities, the excavation will be <br />backfilled and compacted. Asphaltic concrete pavement will be placed on <br />top of backfilled area. <br />
