As PHS/EHD noted in prior correspondence, underground storage tank piping
remained in place which was not properly abandoned.
To investigate the piping for possible closure in-place a soil boring was drilled in an area
thought to be adjacent to the piping; however, in the process of drilling, the piping was
encountered. A hole was put into the top part of the piping and product was released.
Evidently, there was still product in the piping. The drill rig was moved and another
borehole drilled approximately 10" north of the first boring. A core representing 0 to 4 feet
below grade was collected which field screening indicated was contaminated. The bottom
of the borehole with the breached piping was stuffed with a balled up ziplock bag and the
top was filled with concrete, instead of neat cement which might have displaced more of
the product remaining in the piping, potentially creating a larger problem.
Pursuant to our telephone conversation on December 19, 1996, the City of Stockton will
remove the product still in the piping, remove the piping and excavate any soil
contaminated with the product which was just released. Please submit a piping removal
plan immediately, pursuant to the California Code of Regulations, Title 23, Division 3,
Chapter 16, Article 5 (Underground Storage Tank Regulations: Release Reporting and
Initial Abatement Requirements).
If I can answer any further questions, please contact me at (209) 468-0337.
Donna Heran, REHS, Director
/Environmental Health Division
wa'60'
Mary Meays, Senior REHS
Site Mitigation Unit
Margam Lagario, REHS
Lead Senior
MM/1701 .WAS
cc: Elizabeth Thayer, Central Valley Regional Water Quality Control Board
cc: UST File
A Division of San Joaquin County Health Care Services
