San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov oro/ehd <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />ERNIES GENERAL STORE <br />Facility Address: <br />4407E WATERLOO RD STOCKTON <br />Date: <br />January 24, 2017 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR- Notice to Comply) <br />Item # <br />Remarks <br />315 <br />HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre -Jul 2003). <br />Liquid was observed in the 91 STP sump and in the UDC 7/8. If water could enter into the secondary containment <br />by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed <1 <br />gallon of liquid from this sump. Ensure that all sumps and annular spaces are maintained free of liquid. This was <br />corrected on site. <br />This is a Class II violation. <br />318 <br />CCR 26360(2) Leak detector failed to detect a 3.0 gph leak at 10 psi. <br />The 91 VMI line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br />detecting a 3 -gallon per hour leak at 10 psi. The service technician adjusted the leak detector, retested it, and it <br />passed. This was corrected on site. <br />This is a repeat violation, Class I. <br />319 <br />CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br />The diesel direct -bury spill container failed when tested. All spill containers shall have a minimum capacity of five <br />gallons and be capable of containing a spill or overfill until it is detected or cleaned up. A permit SR0076670 was <br />obtained and the swivel adapter was replaced and spill container was retested on 1-27-2017 with passing results. <br />Corrected. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br />complete report which replaces the initial checklist. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report. <br />NOTE: If the 87 spill containers fail during operation or maintenance, they shall be replaced with a spill bucket <br />that has a minimum capacity of 5 gallons, is protected from galvanic corrosion, and has either a drain valve <br />which allows drainage of the collected spill into the primary container or provide a means to keep the spill <br />container empty pursuant to CCR, Title 22, section 2635(b) (1):' <br />AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING <br />THIS FACILITY BACK INTO COMPLIANCE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />Received by: Date: <br />Inspector: <br />Inspector Phone: <br />Printed Name and Title: <br />ELENA MANZO, Lead Senior REHS <br />(209) 953-7699 <br />EHD 23-01 Rev. 09/22/16 <br />FA0002347 PR0231761 SCO01 01/24/2017 <br />Page 5 of 5 Underground Storage Tank Program OIR <br />
