compliance with the Local Air Pollution Control District,
by permit, and in agreement with the San Joaquin L cal
Health District.
,C_6 C6YlCUMp
X. Soil Sampling
We propose to take three samples per 50 yards of soil.
This equates to one sample per truck load (15 to 17 yards
per load) to be composited by California Water Labs. The
soil will be stored in 50 cubic yard blocks and numbered by
block (see proposed soil storage diagram) . By using this
storage method, we hope to make the treatment decisions
easier for the Health District, and Air Pollution district. '
XI. Time Schedule
The proposed "re-excavation" and remedial activities will
be in three phases.
Phase I: Phase I will include excavating contaminated soil
from location, and placing the soil in segregated secure
piles. Additionally we would install one or more ground
water extraction wells prior to excavation. We would do
some ground water pumping prior to excavation, and we will
do periodic, "rush analysis" on the ground water, so as not
to discharge any contaminated water to the sewer or storm
drain. This work would begin within 5 days of approval of
this plan by the San Joaquin Local Health District. Water
analysis would be available in 24 hours or less, soil
analysis within 15 days from date of sampling.
Phase II: Upon approval of the San Joaquin Local Health
District the excavation will be back filled with clean
material and compacted to meet the specifications of the
Union Ice Company. The area will then be repaved and put
back into service as a parking area.
Phase III: Upon determination of the appropriate treatment
techniques, and when ambient temperature is conducive to
aeration or bioremediation, permits will be applied for,
and treatment will begin. The soil will be treated to a
degree that is acceptable to the San Joaquin Local Health
District standards.
