Soil samples from under the former'closed in place' UST were required and not provided. If the soil data you are talking about is this missing data, the former UST Unit will have to evaluate it and you should send it to our UST Unit, c/o Doug Wilson (209)468-34446. I recommend you send him the data (in report form if possible with lab data and Chain of Custody) before you do much more. The steam cleaner/clarifier area falls under the Regional Water Quality Control Board, Central Valley Region (CVRWQCB). Similar type format for that data should be referred to Ms. Wendy Cohen, (916)464-4675. EHD does NOT have authority to 'close' clarifier sites (issue a No Further Action/Investigation Reguired letter, "NFA") I strongly suggest you mail of the data/reports to each with a cover letter of explanation and/or a chronology. Allow some time, THEN call each. As for myself, the unit I'm in only handles ongoing contaminated site investigation, and not UST closure/NFA issues that were NOT under/entered into our Unit for oversight of their investigation. If for some reason ADDITIONAL soil data is needed for the former UST, Dougs Unit may referr it to my unit or have his staff handle it-His choice. Clarifier issues and the need for additional data is at the requirements established by the CVRWQCB. If Wendy cannot provide oversight(very busy with serious non-UST issues), then EHD may be able to provide assistance in gathering data under a boring permit issued by EHD. Either way, additional subsurface investigations will require you/RP to submit a work plan, evaluation by a regulatory agency, a boring permit issuance by EHD, and typically regulatory witness at the field work..A report of findings submitted to the reg agency is next, followed by eval and comment. Closing/NFA letters on old sites with incomplete data or invalid results are VERY difficult to obtain. Feel free to call me at 468-3454 if you need further assistance.
