Pacific Gas and
Electric `
Company
December 27, 1999
Mr. Randy Schulley
California State Office of Emergency Services
2800 Meadowview Road
Sacramento CA, 95832
Dear Mr. Schulley,
This letter is a follow-up written report for the verbal spill notification discussed with you on Wednesday,
December 22, 1999, at 1:25 PM. At that time you assigned the OES control number 99-5395 to this spill
event. Notification was also made to: Phil Cook at the San Joaquin County Office of Emergency
Services at 1:15 PM on 12-22-99, Doug Wilson at the San Joaquin County Environmental Health
Department at 1:20 PM on 12-22-99, and K. Pendleton with the National Response Center at 1:35 PM
on 12-22-99. The NRC assigned control number 515170 to this spill event.
There was a release on 12-22-99 at approximately 10:00 AM located at 6701 Brook Falls Circle in
Stockton, San Joaquin County, California, 95219. A 100 KVa pad mounted transformer which was in a
new subdivision was hit by some grading equipment causing a small leak in a cooling fin on the back of
the transformer. It was originally estimated that about 50 gallons of Non-PCB oil was released to the pad
and surrounding soil and lawn. After removal of the transformer, it was found that only approximately 30
gallons of oil had leaked. PG&E crews responded and double washed/rinsed the pad, removed and
replaced the soil and sod that was affected by visible traces of oil.
If you have any questions, or wish to discuss this matter in greater detail, please contact me at (209) 942-
15 i 1.
Sin erely,
J —
Mark Rasmussen
Distribution Supervisor
