Pacific Gas and P.O. Box 930
Electric Company Stockton,CA 95201
November 21, 2002 E10-1ENE
San Joaquin County Environmental NOV 2 5 2002
Health Department ENVIRONMENT HEALTH
Attn: Michelle Sterni Li PERMIT/SERVICES
304 E. Weber Street, Third Floor
Stockton, CA 95202
Michelle,
As required by State of California Health and Safety Code Section 25201.16 0)(1), this letter
serves as notification to San Joaquin County Environmental Health Department that Pacific
Gas and Electric Company will Implement a universal waste aerosol can processing program
at its facility in Stockton. The Stockton Service Center is located at 4040 West Lane, Stockton,
CA 95204. The EPA ID is CAD981390073 and contact phone number is (209) 942-1566. It
is anticipated that PG&E Stockton will process approximately 300 to 400 aerosol cans per
month.
The Aerosolv 7000XL aerosol can recycling system will be used to process Universal Waste
aerosol cans. The Aerosolv puncturing unit threads directly to the 2" bung of any 30-gallon or
55-gallon drum. Aerosol cans will be placed in the unit and locked with the safety cap. With
the press of the handle, a carbide-tipped puncture pin pierces the dome of the can. The
carbide tip is non-sparking. Liquid residue collects into the drum and is managed as a
hazardous waste. The now empty aerosol can will be managed as recyclable metal.
The residual propellant is filtered of VOC's through the combination Colormetric filter which is
atiaclied to the i4" rung. This specialiy designed finer media coalesces microscopic liquids
from the escaping propellant and forms them into droplets. The droplets collect in the
reservoir and can be easily drained. Dry propellant moves through the Activated Carbon
cartridge where hydrocarbons and odor are absorbed.
It is anticipated the aerosol can processingprogram will begin the week of December 2,
2002.
Should you have any questions or concerns, please contact me at (209) 942-1566.
Cordially,
James Jarvis
Environmental Field Specialist
Pacific Gas and Electric Company
