3. HAZARD ASSESSMENT
A. Objective
This section identifies the hazardous substances that are routinely found at
the facility; their quantity, location, and hazardous properties; and
sensitive areas that may be affected in an environmental emergency.
All personnel involved with handling hazardous substances have been trained
and are familiar with the hazardous properties of the materials and wastes
with which they work.
B. Hazardous Substance Inventory
A list of the hazardous materials and a list of hazardous wastes generally
found at the facility are presented in Tables 3-1 and 3-2, respectively.
Included in these Tables are the following types of information:
1. common name and/or chemical name
2. maximum quantity on hand at any given time
3. method of storage and primary use
4. hazardous properties
5. CAS number or California Waste Category Number
C. Facility Drainage:
The entire yard is graded such that surface runoff is channeled toward
surface catch basins located in the service center yard, as illustrated in
the facility layout drawing, Figure 2-1. The catch basin system empties
into the city storm drains on West Lane. Two oil/water separators are in
place to eliminate potential oil discharge into these systems. The city
storm drain directs storm water runoff into the Calaveras River sump. The
city sump has a capacity of 38,090 gallons and is equipped with a lift
pump, which ultimately discharges into the Calaveras River.
D. Adjoining Land Uses;
The property is bounded by West Lane on the west, West Lane Bowling on the
south, Southern Pacific railroad on the east, an unnamed, paved, county road
on the northeasterly direction and the "Yard-in-Garden" store on the
northwesterly direction.
E. Prevailing Wind Direction:
The prevailing wind direction is from the north except prior to or during a
storm when the prevailing wind direction is from the southeast.
3-1
