e) Mobile Substation Transformers
a) Occasionally one to three mobile substation transformers
are stored here for emergency use and they are located
north of the Garage Building. The mobile substations
contain from 875 gallons to 4,195 gallons of mineral oil
and are used at nearby substations in case of emergency.
Possible Spill Occurrence:
i) The greatest spill potential is from leakage of the
equipment. These pieces of equipment are stored at
the Service Center for emergency use at substations
and are not in use while in storage. The maximum
volume of oil that could reasonably be expected to
spill due to leakage is 100 to 150 gallons and it
would be contained in the oil/water separator located
at the west end of the yard.
f) Transformer Repair Building
Approximately 2 to 4 pieces of returned electrical equipment
containing mineral oil, PCB, or suspected PCB contaminated oil,
and temporarily stored in the Electrical Equipment Repair Shop.
This equipment is stored here while being tested and
refurbished to be put '.pack into service. If the equipment
shows signs of leakage it is immediately drained of oil and/or
placed in a bag and then a plastic-lined wood box as secondary
containment. The volume of oil in the various pieces of
equipment ranges from 10 to 40 gallons.
Possible Spill Occurrence:
i) Overturning during The volume of oil that could
handling with a reasonably be expected to spill is
forklift or 10-40 gallons . Operations and
hydraulic lift maintenance personnel are trained in
safe operation of forklifts and
hydraulic lifts to avoid such
occurrences. Interior spills would
be contained within the building.
ii) Leakage during Any equipment that shows signs of
storage: leakage is immediately drained of
oil or placed in a plastic-lined
wood box. The equipment in the
building is inspected daily for
signs of leakage. No more than 5 to
10 gallons of oil could reasonably
be expected to leak before it would
be discovered. Leakage would be
contained within the building.
3-11
