These Bills require <br /> the inventory, inspection and permitting of all underground storage tanks that <br /> contain hazardous materials. The San Joaquin Local Health District, Division of <br /> Environmental Health was designated as the enforcement agency for the cities and <br /> unincorporated areas within San Joaquin County. State law provides for a fee <br /> system to cover the cost of implementing this state mandated program. <br /> Local fees (see attached Fee Schedule) , for these required inspectional services, <br /> will be billed on a yearly basis. The facilities Permit to Operate will be <br /> issued for a five year period. In addition to the yearly inspectional fee, this <br /> statement will also include a $56/tank State surcharge fee. The State surcharge <br /> fee per tank will be charged every five years or whenever the facilities permit <br /> is renewed or amended. All State surcharge fees will be transmitted by the <br /> Health District to the California Water Resources Control Board. <br /> To apply for a facilities Permit to Operate, complete the attached Fee Worksheet <br /> and submit the appropriate fees. Fees are due and payable within 30 (thirty) days <br /> of this statement date and are subject to 100% penalty. <br /> In order to answer any questions regarding this Underground Storage Tank program, <br /> the San Joaquin Local Health District, Division of Environmental Health will be <br /> available Monday thru Friday, between the hours of 8-12 noon and 1-5 p.m. <br /> If you have any questions regarding this matter, please contact C.
