Blaine Tush Services was cntatcd in response to Richard Blainc%experiences at the south San Jose Fairchild spill at the beginning of the last dccadt. Tbat project bcgan the present regulatory cm when it was discovered that waste solvents were being lost into groundwater that was being directly delivered to tht suburban population by the local water company. Mr. Blaine began attending meetings as a mpresentative for an analytical laboratory in 1981,but was quickly drawn. into the problems of sample caL'c on and eventually spent eighteen ctenths at the site periorming and managing sampling otxraaons and conducting liaison wit!;Fairchild's consultants. During the peal:invcscgat:vc effort, the number of wells needing to be sampled int-rca:;cd constantly while rte heaviest tains in two decades turned the well Geld into a quagmire that immobilized vehicles and destroyed all but the toughest tquipmcnt and instruments. By the end of the Fairchild pmjcct it was apparent that future cnvirruvcntal investigations would involve multiple echelons of interested par-ties and that da.ta wotud be subject to review and c:ticisms frorn many quarters irciudirg anorncys, i.,vcstigadve reports and cnvlronmenra 1st organizations. In 1984 Mr. Blaine set up an in-house sampling operation for the IT Cern o ation Latx,r atony in Santa Clara,Califomla and the following year found- ed Blaine Tech Services. Blaine Tech Setviccs quickly became known for the quality of its field work and formal documertuticn. Rea latory agencies appreciated the dr_taikd sampling dlag:urns contained in Blainc Tech Services Sampling Reports and, in sonic case;, took=those reports as the basis for rich documentation requirements.
