Tbat project bcgan the present <br /> regulatory cm when it was discovered that waste solvents were being lost into groundwater <br /> that was being directly delivered to tht suburban population by the local water company. <br /> Mr. Blaine began attending meetings as a mpresentative for an analytical laboratory in <br /> 1981,but was quickly drawn. into the problems of sample caL'c on and eventually spent <br /> eighteen ctenths at the site periorming and managing sampling otxraaons and conducting <br /> liaison wit!;Fairchild's consultants. During the peal:invcscgat:vc effort, the number of <br /> wells needing to be sampled int-rca:;cd constantly while rte heaviest tains in two decades <br /> turned the well Geld into a quagmire that immobilized vehicles and destroyed all but the <br /> toughest tquipmcnt and instruments. <br /> By the end of the Fairchild pmjcct it was apparent that future cnvirruvcntal investigations <br /> would involve multiple echelons of interested par-ties and that da.ta wotud be subject to <br /> review and c:ticisms frorn many quarters irciudirg anorncys, i.,vcstigadve reports and <br /> cnvlronmenra 1st organizations. In 1984 Mr. Blaine set up an in-house sampling operation <br /> for the IT Cern o ation Latx,r atony in Santa Clara,Califomla and the following year found- <br /> ed Blaine Tech Services. <br /> Blaine Tech Setviccs quickly became known for the quality of its field work and formal <br /> documertuticn.
