caw/dw/dwwo
CONTINUOUS ELECTRONIC MONITORING OF TANKS AND PIPING
TANKS
Tank Applicability, see Underground Tank Written Monitoring Plan
All Underground Fuel Storage and Waste Oil Tanks are Double Wall Fiberglass construction. Manufactured by
Owens Corning.
PRODUCT LINES
All Product line construction is Double Wall Fiberglass.
TANK LEVEL MONITOR - VEEDER ROOT- TLS 3501 SIMPLICITY#848295-102
TRAINING The training necessary to operate the tank and line monitoring system is performed by the authorized
installation service contractor per manufacturer guidelines. The location is also responsible for daily inspection of
the monitoring panel, Alarm Panel Test Log and corrective actions.
TANK AND LINE TESTING
The Veeder Root system installed at this location provides continuous electronic leak detection monitoring
of the product tanks and pressurized product lines. In the event that a leak is detected, the system provides
automatic notification through the phone line or satellite dish to Veeder Root. Optional audible and visual
alarms can also be programmed. Hard copies of monthly tank test results are to be mailed to the station the
first week of the following month.
Tanks (Product and Waste Oil);continuous electronic monitoring of the WET annular/interstice space. 0.2
gallons per hour (gph) continuous testing of the product primary tanks. A malfunctioning tank will result
with an alarm automatically transmitted to the Veeder Root company which would in turn contact their
service contractor for investigation and repair. If a leak occurred in the primary tank, the water or brine
solution would leak into the tank. No product would leak into the secondary containment of the tank.
Waste Oil Tank 550 gallon double wall fiberglass. No remote fill lines (removal scheduled 1998 upgrade).
Pressurized Product Lines; continuous electronic testing 3.0 gph gross (positive shutdown), 0.2 gph
(monthly/alarm) and 0.1 gph (annually/alarm) in combination with a liquid sump sensor. Both designed for
positive shutdown in the event of leak detection. If a leak occurred here the result would be product line
shut down with no leak to ground [(Dry) annular/interstice]. A malfunctioning product line will result with
an alarm automatically transmitted to the Veeder Root company which would in turn contact their service
contractor for investigation and repair.
UNAUTHORIZED RELEASE RESPONSE PLAN
See Hazardous Materials Management Plan (fMMP) located in the Health, Safety and Environmental
'Green Book"located at the station for more detail; emergency response plan; procedures and Equilon
Leak Response Plan.
Emergency response is 4 hours maximum. The service contractor will notify the appropriate Equilon
Personnel in the event of an actual tank/line failure. Alarms which are or are not the result of an actual
tankiline failure will be repaired in accordance with manufacturer's recommendation and all local and state
requirements.
Preventive maintenance schedule:
This system is interfaced to the manufacturers computer system via satellite dish or phone line and is
continuously being poled for communication. When the system alarms Veeder Root notifies their
Authorized Service Organization (Service Station Systems) to respond and make necessary repairs. The
system is calibrated and certified operational annually with submittal of the results to the appropriate Local
Agency.
dw/dw/dwwo
