CCR,TITLE 23,DIVISION 3,CHAPTER 16,UNDERGROUND STORAGE TANK REGULATIONS <br /> 21646, Manual Inventory Reconciliation <br /> (a) Manual inventory reconciliation may be used as part of a non-visual monitoring <br /> U_ <br /> program set forth in section 2643(b)(4)for existing underground storage tanks which <br /> contain motor vehicle fuels. <br /> E � <br /> l 4 <br /> oes0 y r' R (b) After January 1, 1993, manual inventory reconciliation shall not be used to comply <br /> F— with the requirements of this article where the existing ground water level or the <br /> highest anticipated ground water level is less than 20 feet below the bottom of the lank. <br /> The ground water level shall be determined in accordance with the requirements of <br /> Asection 2649(c), After December 22, 1998,manual inventory reconciliation shall not <br /> be used to satisfy underground storage tank monitoring requirements. <br /> C <br /> 10 <br /> (c) Each underground storage tank shall 1?e individually monitored using a method that <br /> Eu incorporates the following procedures: <br /> m (1) Separate daily measurements shall be,taken and recorded for both the motor <br /> vehicle fuel and any water layer. For the purpose of this section, "daily" means <br /> at least every day that motor vehicle fuel is added to or withdrawn from the <br /> o tank,but no less than five days per week,The number of days may be reduced <br /> ,--t tha6 o w by the number of public holidays that occur during the week if there is no input <br /> d o y d ^ to or withdrawal from the tank on the holiday. Local agencies may reduce the <br /> frequency of monitoring to not less than once every three days at facilities that <br /> 0 <br /> 0 N are not staffed on a regular basis,provided that the monitoring is performed <br /> 'y k every day the facility is staffed. Measurements shall be; <br /> U <br /> (A) taken when no substance is being added to or withdrawn from the tank; <br /> 60 o �l `r0 rf (A) perforlmcd by the owner,operator,or other designated persons who have <br /> 3 O had appropriate training; <br /> (C) based on the average of two readings if dipstick or tape measurements <br /> o <br /> � �• A� are used; <br /> (D) determined by equipment capable of measuring the level of the product <br /> o v o o over the full range of the tank's height to the nearest one-eighth of an <br /> N o o ofl oo 6 inch. If,dipstick is used to determine the product level,a substance <br /> �_ capable of rendering the readings legible shall be applied to the dipstick <br /> 3 b ^ 'd Cl 'b before use, if necessary to obtain accurate readings; <br /> +n o 4 ❑ � � '3 Y g <br /> (F) determined by equipment capable of measuring, to the nearest one-eighth <br /> o <br /> u of an inch, water present in the bottom of the tank. If a dipstick is used, <br /> x water-finding paste shall be applied to the dipstick. if the tank is not <br /> level,and the measurements are taken manually, the meamtemcm shall <br /> be taken at the lowest end of the tank. <br /> 4-11 <br />
