:f
CITY OF ESCALON - TEMPORARY CLOSURE PLAN
Underground Storage Tanks - 2103 Main Street
October 7, 1988
1 . All residual liquid, solids, and sludges will, be removed and
handled pursuant to the applicable provisions of Chapter 6.5 of
Div . 20 of the Health and Safety Code. (We plan to contract this
work with R & S Refinery Services , Patterson , CA. - Phone
1-800-874-4444 . Contact Person : Felix )
2 . Both Tanks will then be purged of flammable vapors to below
explosion levels . This will be done using 15 lbs. of CO2 per
1 ,000 gal. volume of tank space, totalling about 60 lbs . for both
tanks.
3 . Except for required venting, all fill and access locations
and piping will be sealed with locked caps and concrete plugs.
4. Power service will be disconnected from both pumps.
5 . Both pumps may be removed from location and sold during the
temporary closure period.
6 . We shall inspect monthly to assure that the temporary closure
actions are still in place. This will include visual inspection
of locked caps and concrete plugs , and a determination if any
liquids or other substances have added to the underground tanks.
Note: The plan will be documented as performed, and may be
witnessed as necessary by the Local Fire District.
Sincerely,
RIM-_
HaroldRoberson
Director of Public Works
HR/rs
