At that time,we were appalledthat such <br /> an illogical requirement was being ordered byyouroffices. At that time,I called Shahla <br /> Farahnak at State Water Resources,...she had no idea why San Joaquin County would <br /> eliminate testing companies fromdoing the work theyhad been doing foryears and <br /> suggested call the Tank Tester Licensing division and the Contractors Board. I then <br /> called Barbara Wightman at OTTL,and the State Contractors Board. Neither had any <br /> insight into whyyour agencyhad made that decision. I called Doug Wilson and left a <br /> message on his voice mail as to my findings. I told himto let me know the outcome. I a <br /> heard nothing fromhim at all and assumed the matter was resolved. Whenlgotyour Ir' <br /> letter,it was prettyobviousyour office was still under the impressionthat installing a leak t; <br /> detector could better be done by a builder,electrician,or concrete man with a contrac- <br /> tor license than a specialist in the installing and testing of leak detectors. When I d <br /> received your letter,I called tank tester licensing again and was referred to Chuck <br /> Nesmithwho is one ofthe people most in-the-know about the regulation that goes into a <br /> effect in January2002 requiring those certifying monitors to have acontractorslicense. —� <br /> The current legislationthat dictatesthat leak detectionbe done by a licensed contractor <br /> has been amended(per Laura Chaddock,State Water Resources)to be contractor or '0I <br /> tanktester(AB 1465)since it was realized that tank testers have been highlyactive all i <br /> along in this work and can pit their experience,inmost cases, against any others. 1 have <br /> includedthat legislationwith this letter. MrNesmithalsosuggestedthatIhave you "'o <br /> supply me the ordinance requiring a contractor license. Please send immediatelythe 111 <br /> ordinance number and verbage,withthismandate.
