We will be suggesting to <br /> all our customers that they keep track ofall the extra charges it costs them over the$25. <br /> Everything abovethat,in our opinion,is excessive and unfair. Thispermit fee feels like <br /> and abuse ofpower and discretion. <br /> The second issue in your denial ofthe above-mentionedpermit was due to the proposed <br /> installation ofthe LD2000 leak detector. Because there was an AA at the end of the <br /> 2000,the LD2000 now is not acceptable. I looked into this and sent you a letter prior <br /> to getting this letter ofdenial. Ifyou didn't believe me,did you evenmake a phone call <br /> to the distributorsto find out what the AAmeant before you categoricallydenied it?As <br /> I stated inthat letter,I wastold that the AA is solely a routing designation forthe manu- <br /> facturer. Ifyou found out that that is not the case,please advise me on your findings. I, <br /> myself,have no reasonto believe they are lying to us without looking into it further, <br /> which I assume you did,and since I assume you did,please let me know how this leak <br /> detector differs to one without the AA. Especially since this leak detector is installed all <br /> over California. <br /> This letter is not necessarily a complaint being issued just in reference to the Manteca <br /> Liquor and Food site,but just one in an immense list ofpeople,companies,and corpo- <br /> rations with complaints with SanJoaquinCountyEnvironmentalHealth. Virtuallynoone <br /> wants to complain,however,because they are afraid they will be picked on and they <br /> have to do business in this county. Afforda-Test,being the middle man,has heard a lot <br /> ofthese complaints. We tried to stay out of it as much as possible,because to this point <br /> it has not been our battle. Your offices have now added testing companies to the list. <br /> We feel like the refusal ofthe permit(not to mentionthat there even has to be apermit) <br /> and the denial of our companyto finish the site as has always been done seems arbitrary <br /> andcapricious. We must assume that your reason relates to the fitness oftestingcom- <br /> panies to properly conduct the activityfor whichthe permit is sought.
