As previously stated in a letter to the San Joaquin County <br /> Public Health Services - Environmental Health Division (PHS- <br /> EHD) , the diesel UST located at the referenced site cannot <br /> be removed for upgrade without incurring structural damage <br /> to the adjacent pump building. Therefore, on behalf of the <br /> Stockton East Water District, Advanced GeoEnvironmental, <br /> Inc . (AGE) submitted a Closure In Place permit application. <br /> The permit application included procedures for filling the <br /> UST with a concrete slurry and collecting samples via direct <br /> push technology from beneath the UST. <br /> 2 . SEWD would like to make clear that excavation of hydrocarbon <br /> impacted soil can not be considered as remediation <br /> alternative because of the potential for structural damage <br /> to the pump building . <br /> 3 . SEWD will be replacing the UST with a double-walled above- <br /> ground storage tank (AST) . The AST will be located above <br /> the abandoned UST.
