A report of the investigation procedures and results will be
prepared according to Regional Board guidelines. The field
investigation will be conducted under the direct supervision
of Russell W. Juncal, California Registered Geologist No.
3864, or Nora H. Kataoka, California Registered Civil
Engineer No. 38322. The appropriate individual will also
review and sign the assessment report. The report will be
submitted to the San Joaquin County Public Health Services,
Environmental Health Division and the Regional Water Quality
Control Board for review and approval. If the investigation
adequately demonstrates that leakage from the tank has not
occurred, Phase II of the abandonment will be implemented
after authorization from the County is received. If leakage
has occurred, the investigation report would be submitted in
the form of a revised workplan recommending additional
investigative measures.
2 . 6. 2 Phase II Activities
fig
— Upon receipt of authorization from the County Public Health
Services, Environmental Health Division, Phase II activities
will be implemented. In Phase II, the tank will be emptied
of all product and steam cleaned. All residual liquids will
be removed by pumper truck and contained for appropriate
disposal. The tank will then be filled with "Class B"
concrete slurry ( 5 sacks cement per cubic yard) or cement-
sand grout at a 2: 1 sand:cement ratio. The concrete or
grout will be commercially mixed and pumped under pressure
into the tank.
Due to the presence of a reinforced concrete slab overlying
the tank and piping, WaterWork proposes to abandon piping
below grade by forcing concrete or grout through the piping
and capping the pipes just below grade. All above-grade
piping will be removed. If the piping cannot be filled with
concrete, it will be removed.
2. 7 Tank abandonment final report
After completion of all abandonment activities, a final
letter report will be submitted to the Fire District, County
Health, and the Regional Board.
5
