April 23, 1997(continued) <br /> During the inspection,Briggs noted piping on the west side of the hotel entrance. This piping may ran to <br /> the tank. Briggs also photographed piping inside the storage room(west side of the lobby)after fmding the <br /> storage room contained similar piping. <br /> Briggs spoke to Sanjay Patel about UST compliance. Sanjay Patel insisted the UST belongs to the former <br /> owners. Briggs explained that Manuben Patel is currently the UST owner. Briggs requested Manuben <br /> Patel call her with information on a removal contractor and to remove the UST. Briggs mounted inspection <br /> photographs and placed them in the file. <br /> May 21, 1997 <br /> Briggs noted that the May 16, 1997 Notice to Abate compliance date had passed. Briggs phoned Sanjay <br /> Patel about missing the May 16, 1997 compliance deadline. Sanjay Patel had been checking the records to <br /> determine the ownership of the UST. Sanjay Patel told Briggs he had been checking blueprints of <br /> buildings after 1967. Before 1967, Sanjay Patel told Briggs there is no record(of hotel)and no record of <br /> the tank. Sanjay Patel stated the heating (at the Cunningham)has never been oil and has always been <br /> (natural)gas. Sanjay Patel told Briggs the sidewalk is owned by the City of Stockton and he feels he is not <br /> responsible. Briggs asked Sanjay Patel to submit a letter detailing what he has found out about the UST. <br /> June 2, 1997 <br /> Briggs received an unsigned letter from Manuben Patel dated May 27, 1997 stating the Cunningham Hotel <br /> is not responsible for the UST in front of his property. Manuben Patel's letter explained that he does not <br /> own the UST and the City of Stockton owns the sidewalk and UST located beneath the sidewalk. <br /> Manuben Patel wrote he had spoken to the fust owner(for 20 years)and the second owner(for 25 years) <br /> and neither of the previous owners knew anything about the storage tank. Manuben Patel stated he has <br /> owned the property for the past 9 years and has had no knowledge of the storage tank. (see letter dated May <br /> 27, 1997). <br /> Briggs phoned City of Stockton Fire Prevention. Fire told Briggs they had "no idea"about the UST and <br /> no records on file for an UST at this location. <br /> June 20, 1997 <br /> Briggs followed up on the Cunningham site and the UST under the sidewalk. (1) Briggs called Pacific Gas <br /> &Electric Company(PG&E)and requested to know when the hotel switched to gas heating. PG&E needs <br /> authorization to release that information. (2) Briggs called City of Stockton(COS)Code Enforcement and <br /> spoke to Alex. According to his supervisor,this site has always been on gas heating. (3)Briggs called <br /> Sanjay Patel about authorization for PG&E to release information concerning the date the hotel changed to <br /> gas heating. Sanjay Patel was not in. Briggs left a message for him to call her back. <br /> June 23, 1997 <br /> Briggs phoned Sanjay Patel. He will authorize release from PG&E and call Briggs back. As per Sanjay <br /> Patel,the information must be researched by PG&E,and PG&E will call Sanjay Patel back in 2 weeks. <br /> July 23,1997 <br /> Briggs phoned Sanjay Patel explaining it had been over 2 weeks since he had called PG&E,and EHD <br /> needed the information now. Sanjay Patel said he would call PG&E and then call back. <br /> Briggs spoke to Diane Hinson,COS Municipal Utilities,about the(Cunningham Hotel)tank. Hinson told <br /> Briggs as per public works engineer,Dave Olson,the tank belongs to the Cunningham Hotel. <br /> 4 <br />
