Hubbard, Stockton, CA <br /> A review of the Public Health Services, Environmental Health Division (PHS-EHD) <br /> closed and active files revealed the following: <br /> 5681 Marsh Stockton. CA <br /> This premise was a former auto wrecking yard. The buildings, vehicles and other <br /> above ground improvements have been removed. File records indicate that an <br /> underground storage tank exists on the site and was verified to have been filled in <br /> place with sand. The abandonment of underground storage tanks in place, without <br /> the requirement for testing soil and or removal, was legal at the time of the <br /> inspection. There is no documentation in the files that there was soil testing in the <br /> area of the tank to determine if leakage from the tank had occurred. An allegation <br /> from an anonymous source indicated that an oil sump was present on the property, <br /> however, this allegation was not validated. <br /> Attached is a November 16, 1990 report of soil sampling and analysis prepared by <br /> Earth Systems Environmental for Mr. Sam Cloud. The analysis indicated that of <br /> the constituents sampled, elevated levels of lead were found exceeding hazardous <br /> waste levels. <br /> Also attached is a March 6, 1991 letter from the PHS-EHD to Mr. Cloud concerning <br /> the above referenced soils report. This letter confirms that according to the sample <br /> results, lead levels were exceeded for one of the soil samples. The letter further <br /> advises that testing requirements were not complete for determining the level of <br /> cadmium for one of the soil samples. Additionally, the letter recommend additional <br /> assessment be performed prior to the issuance of building permits and that any <br /> further assessments be referred to the State Department of Health Services, Land <br /> A Division of San Toaquin County Health Care Services <br />
