Environments!
,
EScience
' I Associates
JUN 9 zags
EN'ARONIMENT41-. riEALTH
PER IIT / SERVICES
June 8, 2000
' Ms. Margaret Lagorio
San Joaquin County Public Health Services
Environmental Health Division
' 304 East Weber Street
Stockton, California 95202
Subject: Soil and Groundwater Assessment for MTBE
Former Underground Storage Tank Site
University of the Pacific (UOP) former Physical Plant
1081 W. Mendocino Avenue, Stockton, California
Dear Ms. Lagorio:
' ESA has prepared the attached Site Investigation Workplan for the assessment of methyl tertiary-butyl ether
(MTBE) in the soil and groundwater at the subject site referenced above. MTBE was detected in the soils
beneath the former UST tank pit following the removal of a 4,400-gasoline tank in April, 2000.
Concentrations of petroleum hydrocarbons (gasoline) were either non-detect or at low concentrations.
We understand that because MTBE was detected in the soil, the Regional Water Quality Control Board
(RWQCB) will likely require further soil and groundwater assessment. As we discussed in our telephone
conversation on March 15, 2000,the University of the Pacific (UOP)is attempting to complete a
construction project and would like to expedite the necessary assessment and possible remediation of the
MTBE. For this reason, we have prepared this workplan and attached the laboratory reports for the soil
' samples collected immediately following the removal of the UST. Mr. Vidal Pedraza, the San Joaquin
County inspector at the UST removal, indicated during a previous discussion that his office had not yet
received the laboratory reports.By preparing the workplan and attaching the laboratory reports, we hope to
' provide you the necessary information so that we can complete the assessment as soon as possible. We
understand that you will assign this case following your review and provide us comments on the workplan.
' We appreciate your help and look forward to working with your department throughout the course of this
assessment. If you require additional information or have questions, please call me at(415) 896.5900 or
Ms. Crystal Stech at(916)564.4500.
Sincerely,
Peter B.
