Public Health Services
Environmental Health Division
Attn.: Ms. Donna Hehrn
304 E. Weber Avenue, 3rd Floor
Stockton. CA 95202
Dear Ms. Hehrn:
We are in receipt of your Invoice #051765 in the amount of $4,114.00 representing Tank
Fees and Penalties from 1993 to present plus current year State Fees. The underground
storage tanks located at 660 Mikesell St., Manteca, had not been assessed fees annually.
We hereby request your consideration of waiver or exemption of fees for all or part of this
assessment. The Manteca Unified School District (MUSD) has worked with the
San Joaquin County Public Health, Environmental Health Division (PHS) throughout the
years on all matters relating to underground storage tank issues including permits,
removal, assessments, remediation, etc. If the District had been invoiced for tank fees,
those fees would have been paid timely, as has always been our practice. We have no
idea why these tanks were removed from your records. Various MUSD and PHS
administrative and support personnel have left and/or changed positions numerous times
during the past five years which may have contributed to this scenario.
As a public agency we consider our responsibility to other public agencies of highest
priority. There was never an intentional avoidance of fees in this matter. Please feel free
to contact me at (209) 825-3200, ext 732 to discuss some mutually agreeable resolution.
Sincerely yours,
MAN T IED SCHOOL
Peggy Marshall
Coordinator, Business Services
2 Wo Lei
c: J.
