Miner Ave., Stockton, Closure <br />Plan requirements. <br />Today I received your letter dated May 4, 2001. Your Closure Plan for 650 E. Miner Avenue, Stockton is <br />incomplete and cannot be approved until the completed CA State A form is received, a hazardous waste hauler <br />is named and an approved disposal location for contaminated soil (if found) is designated in writing to EHD. <br />Mr. Hoblitzell stated on page 5 of the EHD Closure Plan 11 (b) for 650 E. Miner Avenue, `If contamination is <br />present, remedial action is not within th : scope of this work.' And again, on page 5 #11 (c) requesting the <br />Contaminated Soil Hazardous Waste Hauier, `Not within the scope of this contract.' If Mr. Hoblitzell is not <br />going to handle contaminated soils (if found), then you, Mr. Singh, must submit in writing the name of another <br />contractor (hazardous waste hauler), and an appropriate disposal location for the removed soils if they are found <br />to be contaminated. Contaminated soil left on site after a tank removal can be a public nuisance and can be an <br />air pollution violation as well as a hazard to the public. <br />The planning in advance for contaminated soil disposal has been discussed previously with Mr. Hoblitzell <br />concerning another site. At that time, Sar Joaquin County Council directed EHD to have the property owner <br />submit the hauler and disposal location information prior to approval of the permit if Mr. Hoblitzell did not <br />contract for this work. <br />I have reviewed charges for Closure Plan review, my requests for CA State A form information (not received as <br />of this date), and hauler/disposal location designation. I find you have used up the original Closure Plan fees <br />$261.00 paid for three (3) hours plan review, information requests, inspections, and required paperwork. The <br />time in excess of three hours must now be billed to you. <br />Please submit the information requested for Closure Plan approval by May 31, 2001. <br />Enclosed: 1) Routine Inspection report, 2) CA State form A, and 3) EHD Closure Plan page #5. <br />C: Mr. Jim Hoblitzell <br />A Divisio;t of San Joaquin County Health Care Services <br />
