1.0 INTRODUCTION <br /> Professional Service Industries, Inc. (PSI) has been retained by Farmington Mariposa <br /> Development Co., LLC to prepare this Workplan to perform in-place closure of an <br /> underground storage tank (UST) at the former service station at the northeast corner of E. <br /> Mariposa Road and Farmington Road in Stockton, California (Figure 1). <br /> 1.1 PROJECT LOCATION AND DESCRIPTION <br /> The Subject Property is located at the northeast corner of East Mariposa Road and Farmington <br /> Road in Stockton, San Joaquin County, California. This property is defined by the County of <br /> San Joaquin Assessor's Office as Parcel Numbers (APNs) 173-040-33, 173-040-34, 173-040- <br /> 35, and 173-040-36. <br /> The Subject Property formerly consisted of six single-story buildings totaling approximately <br /> 4,000 square-feet. The property at 2040 East Mariposa Road was constructed in the late 1960s <br /> and operated since at least 1970 as Snow-White Drive-in restaurant. The property at 2064 East <br /> Mariposa Road was constructed in early 1957 and operated since at least 1985 as Barker's <br /> Auto Upholstery. The property at 2088 East Mariposa Road was constructed in the early 1960's <br /> as a service station and then operated as a smog center from 2000 to 2010. The northeast ` <br /> portion of the Subject Property at 2811 Farmington Road was undeveloped with two mobile <br /> storage containers and several unused vehicles on the property. A single family residence and <br /> a residential trailer was located on the northwest portion of the Subject Property. All of the <br /> buildings were demolished in 2010 for the construction of a Walgreens Drug Store. <br /> On October 20, 2011, a single-wall steel 1,000 gallon diesel UST was uncovered during the <br /> excavation of a storm-drain line for the proposed Walgreens Drug Store. The UST is located on the <br /> former service station site and is located underneath the sidewalk along East Mariposa Road, The <br /> UST was checked and determined to be empty with no piping specifically identified with this UST. <br /> The top of the UST is approximately 2 feet below grade with the eastern side of the UST excavated <br /> to approximately 4 feet below land surface. No indication of hydrocarbon impacted soil associated <br /> with this UST has been noted. However, the former service station was a Leaking Underground <br /> Storage Tank (LUST) site that was granted closure on August 19, 1996. <br /> It appears that historically, this UST was probably part of the former service station that appears to <br /> have been remodeled in the 1960s with new UST locations. The UST was located underneath the <br /> sidewalk and adjacent to East Mariposa Road. Additionally, there is a natural gas line located <br /> within 5 feet of the top of the UST. Due to the hazards associated with the presence of East <br /> 20f <br /> ariposa Road and the natural gas line, PSI is requesting that the County allow for in-place closure <br /> the UST. i <br /> i <br />
