D., Superintendent <br /> From: Casey Goodall, Assistant Superintendent <br /> Date: December 3, 2004 <br /> Subject: Ratify the Contract between Tracy Unified School District and Wright <br /> Environmental to Perform the EVR Upgrade (Enhanced Vapor Recovery), <br /> to the Unleaded Fuel Tank <br /> BACKGROUND: On November 24`h, an inspector from the San Joaquin County Air <br /> Pollution Control District inspected fuel tanks in the District Service Center yard. The <br /> inspector found a leak in the drop tube of the unleaded fuel tank and, consequently, <br /> completed a Gasoline Vapor Recovery Inspection Form which states: <br /> Facility failed ... (leak decay) testing.... Must make repairs and retest within 7 <br /> days. No defect of inspection detectable equipment." <br /> What this means is that the leak is small enough that it doesn't set of the detection <br /> equipment and is not contaminating the ground water. <br /> The recommended repair is an "EVR Upgrade Enhanced Vapor Recovery." This fix <br /> would have been required by air quality codes next year anyway, and will also fix the <br /> detected leak. The inspection took place immediately before the Thanksgiving break <br /> and district staff were not able to get vendors to respond immediately. However, since <br /> that time, quotes have been sought from all the vendors;in the area. Two responses <br /> have been received to date and no others are expected. The estimated cost is <br /> approximately $8,300, which will be paid from the Transportation Department budget. <br /> Because of the low cost, there is no need to bid the project. <br /> The unleaded fuel tank supports vehicles for the maintenance, grounds, warehouse, <br /> food services staffs, and supports vehicle use for student activities after school. The <br /> tank has been c!osed, and fueling is being done at a gasoline station in the community. <br /> Approximate length of project will be two weeks once permits have been issued. <br /> 140 <br />
