According to our service records and maintenance history for the site, the boots <br /> that were replaced at that time were test boots. Has your agency changed it permit requirements regarding test boots? <br /> My records show that beginning in 2009, reaffirmed in 2011, and reaffirmed again in 2013, and finally again in 2016 that <br /> San Joaquin County EHD, like nearly all CUPAs, does not require a permit for"Split/test boot repairs/replacement within <br /> the sump".... Or as it says in the 9/20/16 document, "Test boot repair or installation" (see#3). In fact, it says that no <br /> permit and no EHD notification is required. <br /> I recall being asked about this very job when the repair was being considered and informing the techs that if the scope <br /> was limited to replacing test boots,then no repair permit would be required and the techs could replace and retest <br /> while on site. <br /> Do you have evidence that there was other work completed that would require a permit? Or, have your requirements <br /> changed so that a permit is now required where it had not been previously? <br /> If there is evidence that other work requiring a permit has been done, let me know and I would be happy to apply for <br /> the permit and accept the penalty. <br /> Otherwise, I would ask that you consider this matter resolved and issue the facility's 2018 UST PTO. <br /> I would be happy to discuss.
