F PACIFIC GAS AND ELECTRIC COMPANY <br /> EMERGENCY RESPONSE PLAN FOR <br /> TRACY MAINTENANCE STATION <br /> PATTERSON PASS ROAD .AND HW 205 <br /> TRACY , CALIFORNIA <br /> Pacific Gas and Electric Company incorporates double walled tanks <br /> for the storage of its fuel at the Tracy Maintenance Station . <br /> Leaks in the primary tank will be detected by a leak monitoring <br /> device and will activate a audible and visual warning . Upon <br /> confirmation of a leak in the primary tank , the leaking tank will <br /> be removed and replaced as soon as passible. <br /> In the event a leak is detected in the primary tank , the <br /> following procedure will be followed : <br /> 1 . Put out all flames and other sources of ignition in the area <br /> of the tanks. <br /> 2. If the vapor or liquid at the surface presents a nuisance or <br /> f fire hazard , the area of contamination will be barricaded . <br /> 3. Absorbent is stored on site and will be used , as necessary <br /> to collect standing liquid . Additional site remediation to <br /> protect human health and the environment will be provided , as <br /> needed , based on further consultation with appropriate local <br /> and state agencies. <br /> 4. All unauthorized releases will be reported to the San Joaquin <br /> County Air Pollution Control District , the San Joaquin Local <br /> Health District, and other government agencies as <br /> appropriate . <br /> S. If tests indicate the piping ( rather than the tank ) is <br /> leaking , lower the liquid level in the tank and take the <br /> pumps out of service . If the tank body is leaking , remove <br /> the contents of the tank ASAP with a tanker truck . If the <br /> product stored is gasoline, leave a 4- to 6-inch layer in the <br /> tank to assure a rich, non-explosive vapor mixture and to <br /> avoid contaminating the product with sludge. This will be <br /> removed before excavating the tank . <br /> 6. Notify the Environmental Engineer in Walnut Creek at <br /> Extension 583-4220. Also notify the your Safety Engineering <br /> Representative. <br /> 7 . Notify the local permitting agency and/or fire department by <br /> telephone of actions taken . Follow up with a letter within 5 <br /> days . <br /> • 6. Repair piping or, Implement the tank closure procedure as <br /> appropriate. <br />
