• ATTACHMENT I Tracy Maintenance Service Center • <br /> 5H SPILL, OIL AND/OR PCBS <br /> This response procedure is to be followed (1) in the event of an oil spill at this facility, and <br /> (2) if a facility does not have a Spill Control and Countermeasure (SPCC) Plan on file. Oil <br /> spills include spills involving PCB's, gasoline, diesel and fuel oil, hydraulic, lubricating and <br /> insulating oils, condensate, pipeline liquids, turbine oil, solvents and other similar <br /> petroleum products. In the case of a spill involving oil that could or does contain PCB's, <br /> consult the appropriate Substation Bulletin and the CES Standard C-T&CS-S0320 for <br /> further detail on how to handle this type of scenario. <br /> 1. First Employee at the Scene <br /> a. The responsibilities of an employee arriving at the scene of an oil spill, or <br /> associated emergency are as follows: <br /> i) Observe from a safe distance. <br /> ii) Identify hazards. <br /> iii) Restrict access to,the spill area. <br /> iv) Call for assistance. Provide the Emergency Coordinator or Supervisor <br /> with the following information: <br /> a) Your name and telephone number. <br /> b) Any injuries. <br /> c) Location and type of spill. <br /> d) Source and cause of spill, if known. <br /> e) Fire or explosion risk. <br /> f) Actions taken to stop/contain the release. <br /> g) Notify fire department if needed. <br /> v) /F SAFE TO ENTER THE AREA, take care of any injured. Call an <br /> ambulance or paramedic if necessary. <br /> vi) /F SAFE TO DO SO, stop the source of the discharge. Note: If material <br /> is unknown, can cause immediate hazards to life or health, is producing <br /> fumes, vapors, etc., never enter the area without the proper personal <br /> protective equipment and support persons. <br /> This may involve: <br /> - shutting off equipment or pumps; <br /> - plugging a hole in operating equipment or a tank; <br /> - closing a valve; and/or <br /> - righting an overturned container or piece of operating equipment. <br /> ( Simultaneously pursue containment of the discharge with the following <br /> containment techniques: <br /> Page 53 <br />
