P." <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 °trFuad <br /> 209/465-3420 <br /> OCT 31 S9J, <br /> ED RALSTON <br /> TOSCO MARKETING COMPANY <br /> 2000 CROW CANYON PL STE 400 <br /> SAN RAMON CA 94583 <br /> RE: Circle K/76 Station SITE CODE: PR#507198 <br /> 16470 Cambridge St. <br /> Lathrop, CA.., 95330 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD), has reviewed the <br /> "Revised Work Plan for Underground Storage Tank(UGT) Replacement"submitted by Pacific Environmental <br /> Group on October 15, 1997 and has the following comments. <br /> PHS-EHD has made the tentative decision that this Corrective Action Plan (over-excavation/removal of <br /> petroleum contaminated soil) is in compliance with local, State, and Federal laws and regulations and that the <br /> resultant work will not create significant adverse environmental impacts which would exceed the benefits to be <br /> gained from the cleanup of the contamination. <br /> The final approval can be granted at the end of the required Public Participation Comment period Wednesday <br /> November 12, 1997. Mr. Michael Infuma will contact your consultant on this date to verify the status of the <br /> comment period. No over-excavation can occur until Mr. Infuma verifies that you may begin. <br /> Your consultant requested written approval for the contaminated soil to be taken off site to Forward Landfill for <br /> characterization prior to treatment. PHS-EHD approves the moving of the soil but cautions that soil amounts <br /> that exceed 200 cubic yards may not be eligible for reimbursement from the State Water Resources Control <br /> Board (SWRCS), Cleanup Fund (CUF). In order to verify if you may be eligible to receive a reimbursement, <br /> PHS-EHD recommends that you obtain pre-approval from the CUF prior to moving or treating the soil. <br /> The proposed UGT replacement activities at this site fall under the jurisdiction of two PHS-EHD units. The <br /> actual tank removal and new tank installation are permitted functions and your contact for these activities is Mr. <br /> Robert McClellon at(209)468-0332. The environmental investigation, over-excavation, and any borings or <br /> well placements are under the over-sight of Mr. Michael Infuma at(209)468-3454.
