SUMMARY <br />On February 13, 2006, Mr. Willy Ng, Senior REHS, and Ms. Michelle Le, Senior RENS, <br />inspectors for the San Joaquin County Environmental Health Department (EHD), stopped <br />by the facility located at 1789 W. Charter Way in Stockton to check the monitoring status <br />of the underground storage tanks (UST's). The facility was closed and did not appear to <br />have any power supplied to it. A walk around the facility did not reveal any contact <br />information for the facility posted anywhere. Mr. Ng wrote an UST inspection report <br />(Attachment 1) for the facility and mailed it certified to the tank owner, Mr. Mark <br />Ranuio, and the operator, Mr. Ralph Greer, Jr. Mr. Ranuio received the letter; Mr. Greer <br />did not (returned "undeliverable" by USPS). <br />On February 22, 2006, Mr. Ranuio called Mr. Ng and said he was in a lease agreement <br />with Mr. Greer and there was not much he could do right now. The property and <br />business was in escrow and will be sold to Mr. Sam Bhade. <br />On February 27, 2006, EHD received a service request for a UST consultation and a <br />letter from Mr. Ranuio stating that Mr. Bhade will be representing him on UST matters <br />(Attachment 2). <br />On June 12, 2006, EHD received a service request for a UST consultation from Mr. <br />Harjinder Bhade, who also goes by "Sam." Mr. Ng asked if he is now the owner of the <br />property, tanks, and business at this site. Mr. Bhade said "yes." Mr. Ng mailed a letter <br />dated June 14, 2006, to Mr. Bhade that included forms needed to transfer ownership and <br />asked him to complete and return the forms (Attachment 3). <br />
