Box 2009 <br />Stockton, CA 95201 <br />Dear Sir or Madam: <br />The enclosed billing statement is enclosed without payment. <br />After review of the authority for permit fees (California Health <br />and Safety Code Section 25287) this fee appears to be a <br />discriminatory tax since state or local agencies are exempt. The <br />Federal Government does not pay state or local taxes. If you <br />have information which shows that this bill was in fact a fee for <br />services, the Federal Government would be required to pay such a <br />fee. <br />In addition to tax concerns, please note that the bill is not <br />correct in that it bills Defense Depot Tracy for four tanks <br />instead of three.
