Immediately log into the <br /> California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of the UST <br /> Monitoring Site Plan. <br /> This is a minor violation. <br /> 109 CCR 2637 Failed to test secondary containment. <br /> The 89 octane product line secondary pipe was repaired and tested on 07/06/2017 and six month testing was due <br /> by January 2018. Testing has not been completed and is 3 months past due. Secondary containment testing is <br /> required six months after installation and at least every 36 months after. Immediately schedule this test and provide <br /> 48 hours notification to the EHD. <br /> This is a Class II violation. <br /> 204 CCR 2712(i)Current monitoring plan approved by the EHD not found on site. <br /> An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be <br /> accessible on site at all times. Immediately locate and retain a copy on site. <br /> This is a minor violation. <br /> 306 CCR 2630(d)Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The diesel UDC sump 15/16 sensor was laying completely horizontal at the bottom of the sump and not located to <br /> detect a leak at the earliest opportunity.A position as close to vertical is required for the sensor to propery detect a <br /> potential leak or water intrusion. Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. The sensor was relocated to a vertical position in the sump by the service technician. Ensure <br /> that all monitoring equipment is maintained to detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the diesel UDC 15/16 sump. If liquid could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a <br /> hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly.
