An accurate UST Monitoring Site Plan was not submitted.The site map is missing the general piping layout.A site plan must be submitted identifying the locations where monitoring will be performed. Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan. This is a minor violation. 109 CCR 2637 Failed to test secondary containment. The 89 octane product line secondary pipe was repaired and tested on 07/06/2017 and six month testing was due by January 2018. Testing has not been completed and is 3 months past due. Secondary containment testing is required six months after installation and at least every 36 months after. Immediately schedule this test and provide 48 hours notification to the EHD. This is a Class II violation. 204 CCR 2712(i)Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation. 306 CCR 2630(d)Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. The diesel UDC sump 15/16 sensor was laying completely horizontal at the bottom of the sump and not located to detect a leak at the earliest opportunity.A position as close to vertical is required for the sensor to propery detect a potential leak or water intrusion. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to a vertical position in the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site. This is a repeat violation, Class II. 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). Liquid was observed in the diesel UDC 15/16 sump. If liquid could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, and manage it accordingly. Ensure that UDC 15/16 sump is maintained free of liquid.
