Response: Due to the performance A current DO, we have hired a new DO, C•dence UST Services, Inc., with a <br />proven track record. Confidence UST Services, Inc. assures us that they will include all of the required information on <br />the monthly DO reports going forward. <br />Item #210: DO monthly inspection reports not maintained on-site for 12 months. The July 2016 DO monthly inspection <br />reports for both monitoring panels, Veeder Root TLS -350 and TLS -300C, were not found on site, and the January 2017 <br />DO monthly inspection report for the soap monitoring panel were not found on-site during the inspection. Submit <br />copies of the missing DO reports to the EHD. <br />Response: Attached are the missing July 2016 DO inspection report for both Veeder Root TLS -350 and TLS -300C <br />monitoring panels, and the January 2017 DO inspection report for the TA0249501 (Soap) Veeder Root 300C monitoring <br />panel. <br />Item #211: The annual UST DO employee training for all employees did not include the hire date. <br />Response: Attached is list of YRC Freight Tracy, CA personnel, including hiring dates, who have received their annual DO <br />training, along with their UST training forms and Certificates of Completion. <br />Item #301: At the time of the inspection, all releases in the secondary piping sump of TA0249501 (Soap) did not flow to <br />a collection sump. The boot was clamped, but the Schrader valve was pointing upward. The UST system shall be <br />operated to prevent unauthorized releases. <br />Response: This issue was corrected on-site by the service technician during the inspection. The service technician <br />turned the Schrader valve so that it pointed downward such that releases in secondary piping will flow into secondary <br />containment sump. <br />Item #306: The 205 sensors in the piping sumps of the TA0249505 (Gear Oil) and TA0249506 (Antifreeze) USTs were <br />not positioned correctly, and in the case of the TA0249506 (Antifreeze) UST, positioned at the lowest point in its piping <br />sump to detect a leak. <br />Response: This issue was corrected on-site by the service technician. Going forward, our new DO, Confidence UST <br />Services, Inc., will check the position of all piping sump sensors to ensure that they are all positioned correctly and at the <br />lowest point possible position to detect a leak in their respective sumps. <br />Item #308: The TA0249504 (Used Oil) piping sump 208 sensor failed to activate an audible or visual alarm when <br />tested. All monitoring equipment shall be maintained to activate an audible and visual alarm. <br />Response: The TA0249504 (Used Oil) piping sump 208 sensor was replaced and retested during the inspection. An "UST <br />Retrofit Verification with Inspector Already Onsite" form was completed and provided to the DO and on-site service <br />technician. <br />Item #315: Liquid was observed in the piping sumps of TA0249505 (Gear Oil), TA0249507 (Waste Diesel), TA0249503 <br />(Motor Oil), and TA0249504 (Used Oil) USTs. Ensure that all sumps and annular spaces are maintained free of liquid. <br />Response: The liquid, which appeared to be droplets of condensation, not due to precipitation or infiltration, was <br />removed from the aforementioned piping sumps by the service technician during the inspection. Going forward, our <br />new DO, Confidence UST Services, Inc., will check all of the UST piping sumps for potential liquid or condensation, and if <br />present, have it removed and properly disposed of. <br />Attached is the signed Return to Compliance Certification. We received and acknowledged receipt of your amended <br />2/6/16 inspection report on 2/7/16, and as required, have responded before the 30 day response deadline of 3/9/17. <br />
