March 18, 2004
Erica Strohmeier, Assistant Planner
City of Lathrop, Community Development Department
16775 Howland Road, Suite One
Lathrop, CA 95330
RE: Conditional Use Permit No. 04-04
106, 114, 120 East Roth Road
The San Joaquin County Environmental Health Department has the following comments
in regards to the above referenced proposed project:
It is the Environmental Health Department's understanding that the site can be served by
public water, but public sewer is not available in the proposed project's area of Lathrop.
The proposed restaurant/retail convenience store and fueling station for automobiles and
trucks will bring large volumes of liquid waste to be disposed of into holding tanks. The
Environmental Health Department recognizes that Lathrop Sewer Use Regulations allow
for the provision of sewer holding tanks. As a part of your review, serious consideration
should be given to peak demand usage and volumes of waste generated. The availability
of sewer/septic tank pumper truck service and the ultimate availability of the wastewater
treatment plant for this waste stream disposal should also be considered.
The San Joaquin County Environmental Health Department requests that the following be
made a condition of approval for this project:
1. The submission of three sets of food facility plans to the Environmental Health
Department for review and approval prior to issuance of building permits per the
California Health and Safety Code, Section 1139153.
2. The submission of four sets of detailed underground storage tank plans to the
Environmental Health Department for review and approval prior to beginning
construction.
