Our comments are
as follows:
1 . As noted in Ms. Logorio' s inspection report , manual monitoring
of the annular space, dual wall piping and overfill protection
system is acceptable for the two motor vehicle fuel tanks .
2 . The waste oil tank annular space, dual wall piping and
overfill protection system must be continuously monitored
as described in the Underground Storage Tank Regulations
(CAC Title 23) . Until a monitoring system is installed,
the waste oil tank shall be monitored using Monitoring
Alternative #7 as indicated on Ms. Lagorio' s inspection
report .
3 . The requirement for a precision test to prove underground
storage tank integrity applies to all underground storage
tanks installed after January 1 , 1984 , CA Health and
Safety Code Section 25291 (g) . This is a one time test
for those tanks which are able to meet the construciton
and monitoring standards for "new" underground storage
tanks .
4 . There is no objection to use the Petrometer monitoring
device described for monitoring the annular space of
the waste oil tank . No permit is required from the San
Joaquin Local Health District for installation of this
device, however, you are advised to contact the Building
and Fire Departments regarding their permitting requirements .
