Project No. 59800-01-34 <br /> September 22,2014 <br /> Revised October 14,2014 <br /> Mr. Clem Goewert <br /> California Department of Transportation <br /> 855 M Street, Suite 200 <br /> Fresno,California 93721 <br /> Subject: UST REMOVAL WORKPLAN(REVISED) <br /> STATE ROUTE 26 AT N.MARKET STREET <br /> LINDEN,CALIFORNIA <br /> CONTRACT NO. 06A 1895, TASK ORDER NO. 34, EA NO. 10-OY3600 <br /> E-FIS PROJECT NO. 10-1300-0181-0 <br /> Dear Mr. Goewert: <br /> In accordance with California Department of Transportation (Caltrans) Contract No. 06A1895, Task <br /> Order(TO)No. 34,Expense Authorization(EA)No. 10-OY3600, and E-FIS Project No. 10-1300-0181- <br /> 0, we are submitting this Underground Storage Tank (UST) Removal Workplan for the UST <br /> encountered during utility installation in Caltrans right-of-way (ROW) at the northeast corner of State <br /> Route 26 and N. Market Street (the Site) in Linden, California. The approximate site location is <br /> depicted on the Vicinity Map,Figure 1,and Site Plan,Figure 2. <br /> This Workplan describes the scope of services requested by Caltrans and outlines procedures and <br /> methods to be employed to complete the project. <br /> BACKGROUND <br /> Comcast encountered a previously unknown UST within the Caltrans ROW during installation of a <br /> fiber optic line in October 2012. The line was directionally drilled through the top of the tank that was <br /> subsequently exposed in an exploratory excavation. No evidence of USTs or associated contaminated <br /> soil was encountered in the utility directional drilling pit. <br /> The San Joaquin County Environmental Health Department (SJCEHD) was notified and performed a <br /> site inspection. According to the Notice to Abate dated October 24,2012,the SJCEHD inspector noted <br /> that the top of the tank was sheared off and the UST contained fluid but did not note any odor. <br /> Comcast's Contractor confirmed that the fluid was generated during the directional drilling operations. <br /> The Notice to Abate requires permitted removal or proper in-place abandonment of the tank. <br /> We completed a geophysical survey and performed two soil borings (B1 and 132) adjacent to the UST <br /> in November 2013 as reported in our December 11, 2013, UST Site Investigation Report.No evidence <br /> of UST-related petroleum hydrocarbon impacts was identified. <br /> PURPOSE AND PROJECT SCOPE <br /> The purpose of the scope of services outlined in TO No. 34 is to remove the UST in accordance with <br /> SJCEHD permit requirements. <br />
