Health and Safety Plan <br /> STOCKTON PROMENADE PROPERTY <br /> Stockton,California <br /> WKA No. 7345.05 <br /> 1.0 INTRODUCTION <br /> Wallace-Kuhl&Associates(WKA)prepared this Health and Safety Plan(HASP)for work <br /> associated with soil excavation and offsite disposal soil located at the Stockton Promenade <br /> property(herein referred to as site),located north of Weber Avenue,along the Stockton Deep <br /> Water Channel(Stockton Channel)and the Mormon Slough in Stockton,California. This HASP <br /> establishes the policies and procedures for the performance of the soil excavation work to protect <br /> workers and the general public from potential health and safety hazards posed by the work, <br /> including exposure to soil containing elevated concentrations of petroleum hydrocarbons and the <br /> organochlorine pesticide, dieldrin. Soil excavation activities will be conducted in a manner that <br /> minimizes the probability of injury, illness,property damage,or damage to the environment. <br /> This HASP has been prepared in accordance with and in reference to the following regulations, <br /> guidelines, and documents: <br /> • United States Department of Labor,OSHA standards,specifically: <br /> o Title 29 CFR Part 1910.120-Hazardous Waste Site Operations and Emergency <br /> Response <br /> o Title 29 CFR Part 1926-Health and Safety Regulations for Construction <br /> • California Occupational Health and Safety Regulations, specifically: <br /> o Title 8 CCR§5192-Hazardous Waste Site Operations and Emergency Response <br /> o Title 8 CCR§5094-Hazard Communication <br /> o Title 8 CCR§5095-5100-Hearing Conservation <br /> o Title 8 CCR Chapter 4,Subchapter 4-Construction Safety Orders <br /> o Title 8 CCR§3203 -Injury and Illness Prevention Program <br /> o Title 8 CCR§1532.1 -Inorganic Lead <br /> • United States Environmental Protection Agency's Standard Operating Safety Guides, <br /> July 1988. <br />
