ONITORING AND RESPONSE PLAN - X <br /> ARCO PRODUCTS COMPANY FACII.TTY WITH <br /> SECONDARY CONTAINMENT OF <br /> UNDERGROUND STORAGE TANKS & PRODUCT LINES WITH <br /> SUBMERSIBLE PUMP SHUTDOWN <br /> rRC0Facility: # %D00 Address: 125b U3ChA, <br /> S'Cr<cyzoN C4. <br /> This plan is designed to meet the monitoring and response requirements of Section 2632, Article 3, <br /> Title 23, CCR. <br /> 1. MONITORING EQUIPMENT <br /> Secondarily contained storage tanks and lines at this facility are monitored by a continuous <br /> electronic leak detection system which consists of an alarm panel, sensors and associated <br /> electronics. Liquid sensors are installed in the annular space of each double wall tank and <br /> product line piping sump. Whenever a sensor detects the presence of a liquid there is both a <br /> visual and audible alarm at the control panel. In addition, the continuous monitor on the <br /> product piping system will shut down the pump and activate the alarm system when a release <br /> is detected or if the continuous product piping monitoring system fails or is disconnected, the <br /> pumping system will shut down. <br /> Automatic line leak detectors are installed on the secondarily contained pressurized product <br /> piping. The line leak detector will detect a loss of pressure in the product lines and restrict <br /> the flow of product. <br /> 2. MAINTENANCE SCHEDULE OF MONITORING EQUIPMENT <br /> The continuous electronic leak detection system including line leak detectors will be <br /> inspected according to the manufacturer's instructions by an outside contractor once during <br /> each calendar year <br /> 3. ROUTINE MONITORING PROCEDURE <br /> On a daily basis the facility operator shall <br /> A Inspect the control panel for visual and audible alarm signals to confirm that <br /> the unit is operating. <br /> B Inspect island and tank fill areas for signs of spillage or petroleum sheen. <br /> C Record the inspection observations on the Daily Visual Monitoring Log <br /> (Form APPC-765, attached.) <br />
