The Lubrizol UST piping and fill sump lid is missing the required gasket between the sump top and the sump lid. Secondary containment shall be impervious to the liquid and vapor of the substance contained and constructed to prevent structural weakening as a result of contact with any hazardous substances released from the primary containment. Have a licensed, certified technician install the gasket and provide a corrective action statement to the EHD. This is a repeat violation from last year's inspection, Class 11. This is a repeat violation, Class II. 320 CCR 2635(b)(2) Overfill prevention system not present or failed to meet overfill requirements. The light used as the external visual part of the overfill prevention system is not currently functional on the UST system. The light bulb was replaced and retested during the inspection.
