CIVIL ENGINEERING,LAND PLANNING,SURVEYING,ENVIRONMENTAL SERVICES
)
oA,- 2 July 30,2002
i FEDERAL EXPRESS
s y.
Doug Wilson,R.E.H.S.
San Joaquin County Public Health Services
Environmental Health Division
Attn: CUPA Program
304 East Weber Avenue,Third Floor
Stockton, CA 95202
RE: Application for Underground Storage Tank Permit
Proposed Costco Wholesale Retail Fueling Facility
1616 East Hammer Lane, Stockton,California
Costco Loc.No. 38/Our Job No. 10199
Dear Doug:
On behalf of our client, Costco Wholesale, Barghausen Consulting Engineers, hie., is pleased to submit
for an Underground Storage Tank Permit for a new fueling facility at the location referenced above. This
project will include the construction of a fully automated, members-only, sel€serve retail fueling facility.
The fueling facility consists of a 32-by 88-foot canopy with three islands, for a total of six multi-product
dispensers (12 fueling positions). This project also includes the installation of three 20,OOOgallon
underground gasoline storage tanks and a 6-by 12-foot controller enclosure that wiD house the electronic
monitoring and alarm system.
The underground gasoline storage tanks will be of double-containment, fiberglass construction, and will
be continually monitored by a sensitive leak detection system that will provide positive shutdown in the
unlikely event that a leak is detected.
Stage II vapor recovery will be used at the product dispensers. The system will reduce vapor releases to
the air typically associated with refueling of vehicles. In addition, Stage I vapor recovery will be used at
the underground tank fill ports. This will reduce vapor release to the air associated with refueling
underground storage tanks. The following items are enclosed for your review:
I. One original application for Underground Storage Tank Installation Permit
2. One Underground Storage Tank Monitoring/Emergency Response Plan
3.
