SANJ O A Q U I N Environmental Health Department
COUNTY
5. All primary containment including any integral secondary containment system must be certified by an
independent testing organization and labeled as required by the organization (California Code of
Regulations Title 23 Chapter 16 (CCR) 2631(b); UL, ULC, ANSI, API, ASTM, etc. See CCR Table B
for complete list.). Pursuant to Underwriters Laboratories Inc. (UL) listing requirements, only those
products bearing the UL mark will be considered listed. ANY PART/PRODUCT NOT MARKED WITH
THE UL LABEL OR ANOTHER LISTED TESTING ORGANIZATION WILL BE REJECTED. All
secondary containment system which is not an integral part of the primary containment shall be
designed and constructed according to an engineering specification approved by a state registered
professional engineer or according to a nationally recognized industry code or engineering standard,
per CCR 2631(d).
6. Contact Elena Manzo, Lead Sr. RENS, at (209) 953-7699 for the following inspections. See the
permit inspection checklist more information. All appointments must be scheduled 48 hours in
advance.
❑ Inspection of tank vacuum gauge or inspection for brine leaks prior to tank placement in
excavation. All tank's pre-installation tests shall be performed according to tank's manufacturer
instructions. Manufacturer supplied tank installation checklist must be provided to the EHD prior to
final inspection.
❑ Verification of tank set, anchorage, appropriate backfill, and appropriate additional corrosion
protection of tank anchors (turnbuckles, eye bolts, etc.). Corrosion protection is required on all
exposed metal prior to covering.
❑ Test of the primary USTs containment according to manufacturer's specifications.
❑ Primary piping soap test of all piping and penetrations (product, vapor recovery, and vent): One-
hour pneumatic pressure test at 110% of operating pressure, or 40 psi, whichever is greater.
❑ Secondary piping slope, at 1/8 inch per foot or greater, to a containment sump with an
audible/visual alarm.
❑ Secondary piping soap test of all piping and penetrations (product, vapor recovery, and vent):
One-hour pressure test at the manufacturer's recommended specification.
❑ Verification of all pipe setbacks and burial depth according to the manufacturer's installation
instructions. Verification of appropriate backfill.
❑ Integrity testing of all sumps per the manufacturer's installation instructions prior to backfill, and
brine type verification and brine addition prior to backfill.
❑ Verification of leak monitoring communication for all installed vacuum, pressure, or hydrostatic
(VPH) components including piping, sumps, under dispenser containment sumps (UDCs), and all
chase/crossovers; communication at end point(s) of each vacuum zone termination must be
verified. All appropriate connections to facilitate communication testing must be present.
❑ Verification of the dispenser footprints contained by the UDCs; any potential leaks from piping and
fuel filters must drain directly into UDCs.
❑ Enhanced Leak Detection (ELD) testing after facility is in operating condition: Appropriate test
notification, tester certifications, and test method disclosure is required.
❑ VPH components installation verification (shroud boots for spill containers, band clamps for spill
containers, fill, vent and STP sump rubber gaskets or clamps, etc.).
❑ Overfill prevention verification prior to first fuel delivery: Measurement of drop tubes to verify 95%
tank volume shut off and/or verification that external audible/visual alarm activates when tank is
90% full. An accurate drop tube and tank level gauge calculation must be provided to the EHD
prior to scheduling an overfill prevention verification inspection.
❑ Spill bucket test prior to first fuel delivery: Verify minimum 5-gallon capacity and pass a one hour
hydrostatic test(or equivalent). Proper drainage method must be verified.
2 of 4
