Box 2009 <br /> Stockton, California 95201 <br /> Re: Closure of Underground Sumps and Piping at Newark Sierra <br /> Paperboard Company <br /> Dear Ms. Foley: <br /> This letter is in regard to closure of underground sumps and associated <br /> piping at the Newark Sierra Paperboard Company (Newark Sierra) facility <br /> at 800 West Street, Stockton, California. The sumps (referred to by <br /> Newark Sierra as the courtyard sumps) and piping are used for the con- <br /> veyance of no. 6 fuel oil. <br /> EMCON has completed a review of documents previously issued to the <br /> San Joaquin County Public Health Services Department in regard to the <br /> above courtyard sumps and piping. These reports were prepared by <br /> American Environmental Management Corporation. The first of these was <br /> the April 1989 document entitled Closure Plan for Gold Bond Building <br /> Products. The second was the October 1990 report entitled Unauthorized <br /> Release Report for Newark Sierra Paperboard Corporation. <br /> In summary, to date, several borings have been drilled and soil samples <br /> collected and analyzed from beneath the referenced courtyard sumps and <br /> piping. This was the first step for in-place closure as described in the <br /> April 1989 closure plan. The results of this work were presented in the <br /> above-referenced October 1990 report.
