AMERICAN <br /> ENVIRONMENTAL MANAGEMENT CORP. <br /> Please Refer to <br /> AEMC Job No. 81051 <br /> 17 April 1990 <br /> Mr.Thomas Peltier <br /> California Regional Water Quality Control Board <br /> Central Valley Region <br /> 3443 Routier Road <br /> Sacramento, California 95827-3098 <br /> RE: SAMPLING PLAN AND MONITORING WELL INSTALLATION <br /> VICINITY OF 5,500 BARREL NUMBER 6 FUEL TANK <br /> NEWARK SIERRA,800 WEST CHURCH STREET, STOCKTON, CALIFORNIA <br /> Dear Mr. Peltier: <br /> In accordance with the agreement reached between American Environmental Management <br /> Corporation (AEMC), Newark Sierra, and the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) in our 10 January 1990 meeting, AEMC installed an additional <br /> monitoring well in the vicinity of the 5,500 barrel at Newark Sierra. The additional monitoring <br /> well was installed for the purpose of granting a site specific variance to vadose zone monitoring <br /> requirements as outlined in California Administrative Code Title 23, Chapter 3, Subchapter <br /> 16, Article 4, Section 2641, "Monitoring Alternatives", Alternative Number 2. <br /> Since the CVRWQCB stated at the 10 January 1990 meeting that confined groundwater <br /> conditions do not exist in the Sacramento Valley, AEMC constructed the monitoring well with <br /> a 10-foot screened interval that bisected the potentiometric surface rather than the <br /> groundwater surface. <br /> Enclosed is the monitoring well construction design and location, and an updated quarterly <br /> sampling plan for the No. 6 fuel tank.
